Interim evaluation report on PB in Scotland

The Scottish Government has published a research summary of interim findings of an evaluation study of participatory budgeting (PB) activity in Scotland.

The ongoing evaluation is being conducted by researchers based at Glasgow Caledonian University and is supported by the Scottish Government. So far, the evaluation has concentrated on PB conducted by Scottish local authorities between October 2015 and June 2017.

The interim report explores issues such as:

  • what impact local authority-led PB is having on communities in Scotland;
  • how PB in Scotland can move from a small-grants based model to a ‘mainstream model’ (where citizens have direct decision-making power over prioritising core public sector budgets);
  • the extent to which PB in Scotland is involving equality groups; and
  • the kinds of support needed to ensure that PB increases democratic participation in Scotland.
