D21, is a participatory budgeting platform, formerly Democracy 2.1, is a voting system allowing participants to choose multiple options as well as cast negative votes for the unfavorable to reflect a wider range of preferences compared to single-vote polls.

In doing so, D21 results illuminate both points of consensus and points of controversy.
